Low water pressure is a symptom, not a diagnosis. One weak shower can come from a clogged showerhead or cartridge. Every fixture dropping at once can involve the main valve, pressure regulator, service line, active leak, treatment equipment, utility supply, or widespread pipe restriction.

This avoids declaring the utility, a booster, or the house piping responsible from one no-flow number.
Check whether hot pressure alone is low
Normal cold flow with weak hot flow points toward the water heater, hot-side valves, mixing equipment, recirculation, or hot distribution piping. Scale and debris can collect at heater connections and cartridges.
Do not raise temperature or bypass safety components to compensate. Compare near and distant hot fixtures and note whether the problem changes as the heater operates.
